我说：解决中国四大问题，非人造土壤技术莫属
我有能力解决中国四大问题。以农业为例，从现在起做好人力﹑物力﹑财力和技术上的准备工作。从 2020 年起，中国实施一项人类有史以来空前的超巨型工程，称为“人造土壤工程 -200 ” (ASP-200) 。整个工期为 200 年，计划总投资 200 万亿元人民币 (2000 年币值，金本位 ) ；每年投入 1 万亿元人民币，调动 2 亿劳动力参加，造 1000 万亩耕地； 200 年后累计人造耕地面积达到 20 亿亩，再加上我国原有的 20 亿亩耕地﹙我不说 16 亿亩或者 18 亿亩﹚，此时我国的耕地面积达到 40 亿亩。按此计算，到 2050 年累积造地 3 亿亩，按亩产 500 千克计算，新增粮食生产能力 1.5 亿吨，现在我国的粮食生产能力为 5 亿吨，两者相加为 6.5 亿吨，如果按照世界公认的最低人均耗粮量 400 千克计算， 15 亿人口为 6 亿吨，已经达到自给有余了，依靠自己的力量，基本上解决了中国人的吃饭问题。到 2200 年累积造地 20 亿亩，我国的耕地面积将达到 40 亿亩，按亩产 500 千克计算，我国的粮食生产能力有望达到 20 亿吨，到那时，我们子孙万代的吃饭问题，被彻底地解决了。其它三个问题的解决方法从略。 |

I want to say that the artificial soil technology will be the only way to solve the four big problems of China.
I have the capability to solve the four big problems of China. Take agriculture for example. My suggestion is that from now on we should make enough preparation in labor power and materials and financial capital as well as technology. From 2020 China will carry out a unprecedented and super huge project since the beginning of human history which may be called “ Artificial Soil Project -200 ” (ASP-200) .The whole project will last for 200 years and total investment will be 200 trillion Yuan with 1 trillion Yuan each year. At least 200 million of labor power will be needed to join in the project and 10 million mu of artificial cultivated land will be made each year. In 200 years our nation will have made 2 billion mu of artificial cultivated land and adding our existing 2 billion mu of natural cultivated land （ I don ' t say 1.6 or 1.8 billion mu of natural cultivated land ） , out country will have 4 billion mu of cultivated land. According to this calculation, by 2050 we will get 300 million mu of artificial cultivated land .Based on grain production of 500 ㎏ per mu a year, newly increased grain production ability of 300 million mu of artificial cultivated land will be 150 million tons of grain. Our present grain production ability is about 500 million tons and adding together it will be 650 million tons of grain .If the minimum per capita consumption of grain a year is 400 ㎏ which is universalized in the world, 1.5 billion of Chinese population need to consume 600 million tons of grain. At that moment our nation will be more than self-sufficient in grain, which means that relying on one's own efforts we will primarily solve the food problem in China. By 2200, 2 billion mu of artificial cultivated land will have been made and our nation will have 4 billion mu of cultivated land in total. Theoretically our total grain yield will reach 1.5-2.0 billion tons a year based on grain production of 500kg /mu. Only by that time can I say that Chinese food problem will be solved completely. The other three problems will be discussed some other time. |
