致中科院院长的第二封信：正文(中)

我主张《土地资源不是有限的》，是可以通过工业化的方式，高速度、大规模增加的，在学术上其深度的思索是，人类是否能脱离自然界而存在，人类是否能不依靠地球资源而生存。在我读过的所有中外报刊、书籍及文献中，凡是涉及土地（指用于农业的耕地）之处，都写道《土地资源是有限的》，在有限与非有限之间是两个学派的分水岭，也是最根本的分歧。
我给您写信的目的是向社会发出一个强烈的信息，希望能与主流学派展开学术交流。在中国需要有一场关于《土地资源是否是有限的》学术论战，中国的科学家，中国的专家学者，中国的上层社会，必须抛弃传统的、居于主导地位的、似乎是天经地义的《土地资源是有限的》观念。否则，中国生存与发展中所遇到的任何重大问题，例如上述的 4 大问题，都不可能得到真正彻底的解决。在这里我可以坦言，按照中科院《创新 2050 ：科技革命与中国的未来》的思路，到 2050 年，中国的 4 大问题，依然是 4 大问题，甚至比现在还要严重。为此，我们付出的代价却是 40 年的大好时光和无法估量的人力、物力和资金投入。反之，在我看来，如果应用人造土壤技术，中国 4 大问题中的前 3 个可以彻底解决，同时至少能提供 2 亿个劳动力就业机会，而这些还只是人造土壤技术所能解决问题的冰山一角。说到这里，您可能会认为，我是在吹牛吧，我可以严肃而负责任地回答：“不，一点也不”。如果您登录我的网站，读一读我写的文章，任何人可能提出的任何重大问题都能找到相应的答案。
对于我的这封信和所寄去的 45 张光盘，我早有思想准备。首先它要经过您的办公室或者秘书处这一关，十之八九此处就是它的终点，然后他们随便就处置了，不了了之。
假设我是您 (If I were you) ，发现工作人员如此处理群众来信，我会狠狠地批评他们，那是不作为，不符合有关文件精神。恰恰相反，我甚至会把这封信和光盘在中科院的网站上公开发表。作为科技界一个《异端》，用实战的方式，来测试一下我们的院士，我们的首席科学家和学科带头人，我们的名教授和著名专家学者，他们的反《异端》作战能力。此时，我担心的却是在我们的这些精英中，大概不会有人对我的学术观点表示赞同、反对或者不置可否，他们会选择不加理睬的态度，如同 9 年来其他人对我的态度一样。 |

I maintain that land resources are not limited, but can be regenerated and can be produced on a large scale and at high speed under factory conditions. What lies beneath it is the thought whether human beings can live without the nature and the resources on the Earth. Among all the newspapers, periodicals, books and other literatures that I have read, they all wrote that land resources are limited if they touched upon the subject. Being limited or not limited is the watershed between the two schools and it is also where the most fundamental difference lies.
I am writing to you to send a strong message to the society, hoping to conduct academic exchanges with the mainstream school. In China, there should be an academic debate on whether “ land resources are limited ” . The Chinese scientists, experts, scholars and the upper class must abandon the traditional, dominant and seemingly justified concept of “ land resources are limited ” . Otherwise, any important issues in China, for example, the four problems mentioned above can not be completely resolved. I can say frankly that the four problems of China would still exist or become even more serious in 2050 if the concept in “ Innovation 2050: Scientific revolution and China ' s future ” by Chinese Academy of Sciences is followed. We would have wasted 40 years of golden time and incalculable human, material and capital investment. On the contrary, with the artificial soil technology, three problems out of the four in China will be resolved completely. At the same time, at least job opportunities will be provided to 0.2 billion people. What the artificial soil technology can do is far more than these. Hearing these, you may think I am bragging. I can tell you seriously and in a responsible manner that I am not. If you log in my website and read my articles, you may find the corresponding answers to any problems.
As for this letter and the 45 CDs I am sending to you, I have enough mental preparation. First of all, they will have to go through your office or secretariat where they will probably be disposed of and nobody would even know their whereabouts any more.
If I were you and found out that the staff deals with the coming letters in such a manner, I would criticize them severely for their bad attitude. On the contrary, I would publicize this letter and what is in the CD on the website of the Academy to take it as “ heresy ” to see whether our academicians, our chief scientists and academic leaders, our famous professors and experts and scholars have the capability to fight against “ heresy ” . However, what I am worrying about is that nobody among the elite would either approve or disapprove my idea; instead they would pay no attention to me just like all the others over the past nine years. |
