Road map of another edition

    如果社会给我一次机会,我可以为中国编写出不同版本的科技发展路线图。首先,我建议国家有关部门把“推广人造土壤技术,发展人造土壤产业”作为基本国策,应用这项技术,把农业问题、环境问题、水资源短缺问题和数以亿计劳动力就业问题,放在一起解决,一刻也不能耽搁,更不用说留给我们的子孙。
    以农业为例,从现在起做好人力﹑物力﹑财力和技术上的准备工作。从2020年起,中国实施一项人类有史以来空前的超巨型工程。整个工期为200年,计划总投资200万亿元人民币;每年投入1万亿元人民币,调动2亿劳动力参加,造1000万亩耕地;200年后累计人造耕地面积达到20亿亩,再加上我国原有的20亿亩耕地﹙我不说16亿亩或者18亿亩﹚,此时我国的耕地面积达到40亿亩。按此计算,到2050年累积造地3亿亩,按亩产500千克计算,新增粮食生产能力1.5亿吨,现在我国的粮食生产能力为5亿吨,两者相加为6.5亿吨,如果按照世界公认的最低人均耗粮量400千克计算,15亿人口为6亿吨,已经达到自给有余了,依靠自己的力量,基本上解决了中国人的吃饭问题。到2200年累积造地20亿亩,我国的耕地面积将达到40亿亩,按亩产500千克计算,我国的粮食生产能力有望达到20亿吨,到那时,我们子孙万代的吃饭问题,被彻底地解决了。
    接下来,可以把中科院编写的路线图移植过来,八大体系都要,再适当的做些删节、归拼和补充,这就是我编写的不同版本科技发展路线图。

If I were given an opportunity by the society, I can write another edition of road map about development of science and technology for China. Firstly, I should suggest to the national departments concerned that“popularization of artificial soil technology and development of artificial soil industry”be taken as the basic national policy and using this technology the agricultural problem and environmental problem and shortage of water resources as well as hundreds of labor jobs will be put together and solved completely, which will be our general aim . We can't delay a minute and let alone leave the problems to our future generations.
We take the agriculture as an example and from now on we should do good preparations of labour power and materials and financial capital as well as technology. From 2020 China will carry on a unprecedented and super huge project since the beginning of human history .The whole project will be done for 200 years and total investment will be 200 trillion Yuan with 1 trillion Yuan each year. 200 million of labour power will need to join in the project and 10 million mu of artificial cultivable land will be made a year. In 200 years our nation will make 2 billion mu of artificially cultivated land and adding our existing 2 billion mu of natural cultivable land(I don’t say 1.6 or 1.8 billion mu of natural land )it will be 4 trillion mu of cultivable land .According to this calculation by 2050 we will get 300 million mu of artificial cultivable land .Producing grain 500㎏ per mu a year, newly increased grain production ability of 300 million mu of artificial cultivable land will be 150 million tons of grain . Our present grain production ability is about of 500 million tons and adding together it will be 650 million tons of grain .If the minimum per capita consumption of grain a year is 400 ㎏ which is universalized in the world, 1.5 billion of Chinese? population need to consume 600 million tons of grain. At that moment our nation will be more than self-sufficient in grain, which means that relying on one's own efforts we will solve primarily the food problem in China. By 2200 2 billion mu of artificial cultivable land will be made and our nation will reach 4 billion mu of cultivable land. Theoretically our total grain yield will reach 1.5-2.0 billion tons a year. Only by that time can I say that Chinese food problem will be solved completely.
Next, I will graft the road map of CAS onto my road map including 8 big systems and then I need to do some deleting and incorporating and making up and my road map will be completed.
