In one hand human being have created altitudinal civilization, in another hand human being have possessed propensity killing compatriot and eaten their compatriot when food was pinch. These two behaviors have been verified by archaeological discoveries and modern life. History of human being has been a interlaced history between peace and war, certainly, the war is temporary and the peace is long. However the pattern during peaceful time have assured by the result of last war. For example, present situation after The Second World War have assured by Yalta conference, Teheran conference, Potsdam public announcement and Cairo declaration. Today is peaceful time so people in the world have been actions by principle of WTO and UN constitution. If during world war time in which the law will be instead of the new game law. I put a example, China and Japan and Korea are all grain importers, America is a big grain exporter according to confederate treaty then America can sell grain to Japan and Korea, not China. At that time China meet UN or WTO officials that is unavailable.
