Because GM rice as Chinese food is the most important thing, before commercial production we have to carry out strictly juridical procedure, which is divided following three periods.
First step：Chinese Ministry of Agriculture has not had? authority to issue the bio-safety certificates on GM rice. The past issued bio- safety certificates will be canceled.
Second step：National top authority of our country registers an bill and asks for people's opinions then writes the resolution.?
Third step：The Resolution will be put and the whole Chinese people will be voted. If the resolution will be pass, then so ok, otherwise it will be abrogated.
