Solve the problem of self-sufficiency in grain

    近年来，我国的粮食自给率大约是95﹪，粮食生产能力大约是5亿吨，在13亿人口中，有6500万人的吃饭问题依靠进口。我们必须使我国的粮食自给率达到100﹪以上，把我国的粮食生产能力提高到10亿吨、15亿吨、甚至20亿吨以上。
    我的设想是，从现在起做好人力﹑物力﹑财力和技术上的准备工作。从2020年起，中国实施一项人类有史以来空前的超巨型工程，该工程可叫作“人造耕地-200”。整个工期为200年，计划总投资200万亿元人民币；每年投入1万亿元人民币，调动2亿劳动力参加，造1000万亩耕地；200年后累计人造耕地面积达到20亿亩，再加上我国原有的20亿亩耕地﹙我不说16亿亩或者18亿亩﹚，此时我国的耕地面积达到40亿亩。按此计算，到2050年累积造地3亿亩，按亩产500千克计算，新增粮食生产能力1.5亿吨，现在我国的粮食生产能力为5亿吨，两者相加为6.5亿吨，如果按照世界公认的最低人均耗粮量400千克计算，15亿人口为6亿吨，已经达到自给有余了，依靠自己的力量，基本上解决了中国人的吃饭问题。到2200年累积造地20亿亩，我国的耕地面积将达到40亿亩，按亩产500千克计算，我国的粮食生产能力有望达到15-20亿吨，到那时，我们子孙万代的吃饭问题，被彻底地解决了。

Solve the problem of self-sufficiency in grain

  In recent years, the degree of self-sufficiency in grain of our nation is about 95﹪. Our grain yield is about 500 million tons a year. The demand of grain of 65 million people among 1.3 billion of the population in China needs to be imported abroad. We have to make Chinese degree of self-sufficiency in grain above 100﹪ and our ability of production in grain must reach above 1 billion tons or 1.5 billion tons even 2 billion tons.
  My suggestion is that from now on we should make enough preparation for labor power and materials and financial capital as well as technology. From 2020 China will carry out a unprecedented and super huge project since the beginning of human history which should may be called “Artificial Soil Project-200”(ASP-200).The whole project will last for 200 years and total investment will be 200 trillion Yuan with 1 trillion Yuan each year. At least 200 million of labor power will be needed to join in the project and 10 million mu of artificial cultivated land will be made each year. In 200 years our nation will have made 2 billion mu of artificial cultivated land and adding our existing 2 billion mu of natural cultivated land（I don’t say 1.6 or 1.8 billion mu of natural cultivated land ）, out country will have 4 billion mu of cultivated land .According to this calculation, by 2050 we will get 300 million mu of artificial cultivated land .Producing grain 500㎏ per mu a year, newly increased grain production ability of 300 million mu of artificial cultivated land will be 150 million tons of grain . Our present grain production ability is about 500 million tons and adding together it will be 650 million tons of grain .If the minimum per capita consumption of grain a year is 400 ㎏ which is universalized in the world, 1.5 billion of Chinese population need to consume 600 million tons of grain. At that moment our nation will be more than self-sufficient in grain, which means that relying on one's own efforts we will primarily solve the food problem in China. By 2200 2 billion mu of artificial cultivated land will have been made and our nation will reach 4 billion mu of cultivated land. Theoretically our total grain yield will reach 1.5-2.0 billion tons a year. Only by that time can I say that Chinese food problem will be solved completely.
