World average annual precipitation is about 800 mm. In China, it is 630 mm. Although we are slightly lower, our country possesses 2.8 trillion cubic meters of water resource a year. In order to protect and use it, we have to adopt five measures.
A、New laws will be designed to safeguard the sources of water and will carefully be executed to protect the sources of water from being polluted. According to the requirement of artificial soil technology we have to collect dung and urine from human beings and animals with closed containers to transport into the factory in order to make artificial soil. Household rubbish and other solid wastes in cities should not be buried nor set on fire except harmful substance, which will be transported into the factory in order to make artificial soil. Waste water from human and industry must be 100% used cyclically. Pesticides must not be used during the process of agricultural production and mineral (chemical) fertilizers must be limited to some degree. So all sources of water such as streams, rivers, lakes, seas, oceans and water under ground can be protected completely. This step is the most important and difficult but it has a decisive significance.
B、Using engineering agricultural technique we can realize“preventing water from flowing towards the east”.
C、Artificial soil technology will be used for forestation of barren hills in order to improve the quality of forests and their capacity of retaining water. Artificial soil technology will be used to improve grassland and control desertification in order to improve the capacity of retaining water.
D、Using all kinds of water-conservancy including the past and present and future projects.
E、Popularization of water-saving technology and improvement of utilization rate of water sources.
