Regain natural vegetation

    由于水土流失是导致绿色植被破坏的关键因素,因此不解决土质和土层的问题,采用“封山育林”和“封沙育草”的办法,是不行的,我们多年的实践已经证明了这一点。我们设想一下,把中国所有年降水量大于500毫米的荒山或者秃山的表面,都覆盖上一层人造土壤,大约20-50厘米厚。200年之后,它们都能变成原始森林。解决草原土地沙化问题的关键,也是一个“土”字,增加土壤中粘土矿物和有机质含量是主要方法,我曾经提出关于利用黄土高原的黄土和京、津、唐的城市有机废弃物大规模地改良内蒙古草场的建议;除此之外,还要应用工程农业技术解决储水、灌溉和土壤盐渍化的问题。由于这项工程量太大,谁会下决心实施呢。

    It is well known that the reason resulting in devastation of natural vegetation is soil erosion. It is useless in adopting“closing up the hills and planting trees”and “closing up the deserts and planting grass” without solving the soil quality and soil layer problems, which has been proved by our experience for many years. Let’s suppose that if we can cover 20-50 cm of artificial soil on the areas where annual precipitation is more than 500 mm but have not any soil nor woods or grass, virgin forests will be grown in these places in 200 years. The key to solve grassland desertification also lies in increasing clay mineral and organic matter in soil. I have already put forward the opinion of making use of the loess from the Loess Plateau and organic wastes from Beijing and Tianjin and Tangshan to improve the grassland in Inner Mongolia on a large scale. Besides, the artificial soil technology and engineering agricultural technique should be carried out to solve the problems of retaining water, irrigating the fields and controlling soil salinization and so on. Because it is such a huge project, who can decide to carry it out?
