广义工程农业技术的学术思想
Academic idea of general engineering agricultural technique
    上述这些实例,都是属于狭义工程农业技术范畴。它只是使局部地区具有农业生产条件,只能使局部地区生态环境得到改善。它对背景环境没有改变,甚至会有所加重,因为背景的干旱状况也许会因此而加重。
    广义工程农业技术的学术思想应包括两点。一方面是指一切狭义工程农业技术实施的总和,另一方面是指那些能改变背景环境的巨大工程项目。例如,我曾反复提到的关于利用黄土高原的黄土大规模地改良内蒙古草场的建议 ; 关于我国防治风沙侵害不宜采用“空降兵式” ( 即以三北防护林为代表的传统治理模式 ) 的战略,应改为“治沙先治土”,从改良土壤做起,逐步改善气候条件,步步为营,从东南向西北推进的建议。这些巨大的工程农业技术项目能直接达到恢复自然生态环境,能实现直接改善背景气候条件的目的。所以它们对人类社会和自然界的意义十分深远。由于巨大的投资和较长的施工周期,人们在短期内很难察觉到它的效应。

The above examples belong to the special engineering agricultural technique, in which only some areas will acquire the agricultural production conditions and their ecological environment will be improved. The special engineering agricultural technique will make no changes to the background environment, and it may worsen the background environment if the areas are arid.
The academic idea of the general engineering agricultural technique includes two aspects: one is the sum of the applications of the special engineering agricultural technique; the other refers to those huge engineering projects that will change the background environment. For example, I suggest making use of the loess from the Loess Plateau to improve the grassland in Inner Mongolia on a large scale; controlling and preventing the sand blown by wind by treating the soil first and gradually improving the climate instead of the traditional mode (embodied by the shelter belt in the three directions in the north) and consolidating step by step from the southeast to the northwest. All the huge projects can directly restore the natural ecological environment and improve the background climate conditions, so they are of great importance to the human society and the nature. Due to the tremendous investment and long construction period, their benefits may be beyond people ' s observation.
