如何做到“阻止水东流”

我国现在的大气降水返回大海的速度太快了，于是我国频繁发生水灾和水荒。“阻止水东流”的中心思想是把大气降水，特别是西部干旱地区和华北地区的大气降水尽可能地保持在原地。让西部的大气降水有机会在西部上空形成云团，又重新降落在西部的大地上。让华北地区的大气降水有机会深入地下，以增加水资源的储备。
实现“阻止水东流”，做法如下：
1 ) 、应用人造土壤技术恢复绿色植被，修复地球生态环境，这项工程大约需要 2000 年才能完成，其工程量特别巨大。
2 ) 、依靠广义工程农业技术，实施巨大的工程农业项目以改善我国的背景环境。如我的“关于利用黄土高原的黄土大规模改良内蒙古草场的建议”等。
3 ) 、依靠现代科学技术，因地制宜地兴修大、中、小型水利工程，把大气降水储存在地下那更是个好办法。
4 ) 、应用工程农业技术，千方百计地保护好大气降水，改善小范围内的气候条件，在我国西部地区，能很快奏效。 |

The precipitation in China returns to the ocean at too fast a speed, so we frequently suffer from floods and droughts. The key idea of keeping water from flowing towards the east is to preserve the precipitation in its original place, especially in the dry western areas and Huanbei area so that the precipitation in west China may have the opportunity to form clouds in the sky and then become rain again that will fall onto the land in the west. The precipitation in Huabei area may have the opportunity to go deeper underground to increase the water reserve.
To prevent water from flowing towards the east, the following measures shall be taken:
1 、 Artificial soil technology will be used to restore the green vegetation and repair the ecological environment of the earth, which will take about 2000 years to complete.
2 、 Large scale engineering agricultural projects will be undertaken using the general engineering agricultural technique to improve the background environment of our country, such as the suggestion on making use of the loess from the Loess Plateau to improve the grassland in Inner Mongolia on a large scale.
3 、 Large, medium and small scale water conservancy projects will be built according to the local conditions using modern scientific technologies. It would be better if the precipitation can be stored underground.
4 、 Try all means to preserve the precipitation using the engineering agricultural technique to improve the climate conditions in small areas, which will work quickly in the west of China. |
