2004 年，我曾建议把北京办奥运的投资压缩到 5000 亿元，把剩下的 10000 亿元交给我去解决北京地区的环保问题。我立马会做出一个 10 年规划，其主要内容包括：
1 ) 、在北京周围建立 4 座大型人造土壤工厂，每年总造土量 5 亿吨。人造土壤主要用于绿化北京西山，治理沙化和人造耕地。
2 ) 、每年人造耕地 100 万亩， 10 年累计达 1000 万亩。人造耕地用于发展精细农业、特色农业和畜牧业。
3 ) 、大力改造北京的城建设施，把工业与民用排水系统彻底分开。通过立法，工业用水要 100% 循环使用，人畜大小便要密闭回收，不得进入水体中。要兴建公厕，对公众开放，免费使用。
4 ) 、改革目前的环保体制，取消所有的垃圾焚烧厂和填埋场，不再兴建新的污水处理厂，高碑店的污水处理厂照常运行。把现有的环保人员与设备纳入人造土壤工程系统中，保证做到市区内的生活垃圾 24 小时内清理完毕。
5 ) 、通过立法和教育提高北京市民的环保意识和素质水平。 |

Back in 2004, I made a suggestion to reduce the investment in the Beijing Olympics to RMB ￥ 500 billion and let me have the remaining RMB ￥ 1 trillion to solve the environmental protection problems for Beijing. I would make a 10-year program, including
1) Build four large artificial soil factories around Beijing to make 0.5 billion t/y soil which will be used for afforesting the western hills of Beijing, treating desertification and making artificial cultivated land.
2) Make 1 million mu artificial cultivated land each year and 10 million mu in 10 years for developing fine agriculture, featured agriculture and animal husbandry.
3) Modify the infrastructure of Beijing and separate the industrial drainage system from the civilian drainage system. By making it into legislation, industrial water shall be 100% recycled and human and animal wastes shall be recovered in a closed manner and shall not be discharged into water bodies. Build public toilets and open them to the public free of charge.
4) Reform the present environmental protection system and demolish all the waste incineration plants and landfills. No waste water treatment plants will be built and the one in Gaobeidian shall operate as usual. All the existing environmental protection personnel and equipment shall be included in the artificial soil project and the domestic wastes shall be cleaned up in 24 hours in the urban area.
5) Through legislation and education, improve the environmental protection awareness and quality of the residents of Beijing. |
